By submitting an application to Tartu College (TC), you agree with all the terms of the occupancy conditions at TC.

 

Definitions 

TC - Tartu College Student Residence
Resident - a student who has signed a short-term contract for accommodation with TC. During the Fall-Winter school term (September to April) TC accepts only full-time university students (registered and attending).
Room – a private room occupied by the Resident pursuant to the terms of this Contract by the Resident. Each room includes a bed, mattress, desk, desk lamp, chair, shelves, wardrobe, blinds and a lockable door. The Room does not include the kitchen, washrooms, and Common Areas adjacent to the Rooms. TC, in its sole discretion, may move the Resident to a different Room as it requires.
Room Occupancy Fee - paid by the Resident monthly for the duration of their short-term contract with TC.
Suite - a grouping of 5 or 6 Rooms adjacent to a shared Common Area. The Suites are either Standard, Prime, or Premium Suites. 
Common Area – are all areas within TC that are not Rooms including all entry passages, elevators, stairways, hallways, and corridors, kitchens, washrooms, and the hallways within the suites. The use of Common Areas is shared by TC staff and Residents and controlled and maintained by TC staff. TC maintains the right to control who uses the Common Areas and restrict the use of the Common Areas, including those who do not have a Room in the Suite.
Contract Period - refers to the duration during which the contract is valid and in effect, from the specified move-in date until the move-out date. The Resident is bound by the terms and conditions laid out in the contract. The Resident cannot stay beyond the contract move-out date unless confirmed arrangements have been made with the TC office or a new term application has been submitted and accepted by TC.

 

Deposit & secure your reservation

School term (Contract period September to April) 

1. A DEPOSIT by credit card IS REQUIRED TO RESERVE A ROOM. Once a room is reserved by deposit at TC, THIS DEPOSIT WILL BE USED FOR THE LAST MONTH'S OCCUPANCY payment of the term (December or April).
2. The room is reserved from the 1st day of the first month of your stay (e.g. September or January), and therefore the first monthly occupancy payment is for the complete month, regardless of the move-in date.
3. When you move into Tartu College, you must pay the first month's occupancy fee (September or January).
4. Deposit is used for the entire last month of your stay, (example: December 1st - 31st, April 1st - 30th), regardless of the actual move-out date.


Summer term (Contract period May to August)

5. If you are staying for less than thirty (30) days, full payment for your stay must be made to secure your reservation prior to your arrival.
6. If you are staying MORE THAN THIRTY (30) DAYS, a deposit of one month's occupancy fee will be required to reserve your room. This deposit will be applied against your last 30 days of occupancy.

a) When you move into Tartu College, you must pay the first month's occupancy fee or balance of days.
b) If you extend your stay after moving in within the summer term, the rate for the original occupancy period will not change. The best rate will be applied to the extended days.
 

Monthly occupancy fee payments


7. Monthly occupancy payments are due on the 1st day of each month – accepted at the TC Office in person by debit or credit card**, or over the phone with a credit card** (Monday through Friday, 9 am to 4 pm), or e-transfer.

a) If payment is made within the first 5 business days of the month, a $40 discount will be applied to the room rate. 
 
8. Please keep all deposit and monthly occupancy payment receipts as proof of payment for tax purposes. 
9. Due to the high cost of credit card charges, a credit card surcharge of 2% will be applied on occupancy payments paid by credit card or international credit/debit card once the student has moved into the Tartu Residence. TC also accepts debit card payments, e-transfers, or cash, which will not carry the 2% surcharge.


Double-shared rooms

10. Anyone wishing to stay in a double shared room with a friend needs to agree to pay the full cost of the Room in the event that the other occupant moves out.  Both occupants must sign this agreement. The Resident staying for the longer term is welcome to look for another occupant to share the Room with who will pay the designated monthly fee.

 

Cancellations 

Tartu College is a student residence building which only has short-term contract periods with flexible payment terms.

11. If you terminate your stay within the first two months there is no refund of the first and last month's occupancy fee.
12. 60 days written notice is required to terminate the school term occupancy without financial penalty, after two months of occupancy. Without 60 days written notice, an application fee of $800.00 will be charged.
13. For the Fall Term (September to December/April) move-in, there is no refund of the deposit for a room cancellation after July 31. For cancellations before July 31, a $400 application fee will be paid from the deposit.
14. For the Winter Term (January to April) move-in, there is no refund of the deposit for a room cancellation after November 30. For cancellations before November 30, a $400 application fee will be paid from the deposit.


Summer term short stay (less than one month)

15. For cancellations 7 or more days before the move-in date, an administration fee of $50 applies. 
16. For cancellations within 7 days of move-in date, an administration fee of $100 applies. 
17. There will be no refund after moving in.

Summer term (more than one month)

18. For all cancellations before the move-in date, an administration fee of $400 applies.
19. After moving in, an administration fee of $800.00 will be charged.

 

Property Access

20. By signing a short-term contract with Tartu College Student Residence, Residents have exclusive access to a private room within either a Standard, Prime or Premium room category. The kitchen, hallway, and washrooms within the Suites are Common Areas shared with the other suitemates and those designated by Tartu College to use the Common Areas. The Common Areas are maintained by Tartu College staff. Tartu staff has the right to enter the Suites when necessary (generally between the hours of 10:00 am and 4:00 pm). This includes Housekeeping, Maintenance, Front Desk Attendants, Management and Office staff. Tartu staff will only enter the student Room with due notice or in case of emergencies and two staff members will always be present when doing so. Please note that the Suites are not exclusive to the students staying in the Suites even though the Suite's hallway doors are locked to other Residents. TC may provide access to the Common Areas to other residents as it sees fit.


For example:

i) Cleaning - Housekeeping does the general cleaning once per week. Students are still expected to look after their personal property, for example, dirty dishes in a timely manner, take the garbage and recycling out when the bins are full (to reduce pests in the building), and keep the living premises in a general state of cleanliness so that all the students can have the enjoyment of the space.

ii) Maintenance – TC staff changes light bulbs, repairs deficiencies, looks after plumbing and electrical issues, smoke alarm batteries, pest control, etc.

iii) Management – may enter the Suite to review the Common Areas, speak to a student; and in some circumstances, management may need to bring in contractors or group coordinators to view the Common Areas in the Suites. TC Office will endeavour to notify student Residents whenever non-staff members are entering the Suites beforehand, except in case of emergency. 

iv) Front Desk Attendants – often need to check on certain things in the Suites, they help with minor repairs and problems and are often the first point of contact for the students.

IMPORANT NOTE: In cases of emergency or should Suites have problems with their plumbing (WC), kitchen facilities or their Common Areas, TC has the right to give a student Resident temporary access for the use of another Suite with working facilities (i.e., if water is turned off in one Suite, students may be given temporary access to a Suite which has running water for WC facilities and/or use of the kitchen). Note: students in the Suite providing the services will be notified of other students coming to use their Suite temporarily.

21. The Resident will receive one set of keys/FOB which must be returned to TC on the move-out date. Replacement fee for any lost or unreturned keys/FOBs is $50.00. Also, a preset personal access code for the Room to operate the keypad will be provided during the move-in. Residents must keep their access codes private at all times. Changing the access code due to convenience or negligence is subject to a service charge of $75.
22. If you temporarily misplace your keys, you can ask Front Desk to provide you with Temporary Access Service. To do that you must be able to provide photo identification (which may be shown after accessing your room). First-time requests are not subject to a charge. Starting from the second time, the administrative fee to access your suite is $10.00 between 7:00 AM and 11:00 PM and $25.00 between 11:01 PM and 6:59 AM.
23. Occupants are strictly prohibited from sharing, loaning or duplicating TC keys, FOBs and access codes.


Subletting

24. NO SUBLETTING is allowed at TC. If this occurs, immediate expulsion from TC may be forthcoming.


Transfers

25. Residents can request a transfer with written notice. If a Room transfer is possible, the transfer fee of $50 must be paid before the transfer date.
26. TC reserves the right to transfer the Resident at no charge due to liability from substantial maintenance, other building-related causes required in the Suite or Room, or for any other reason TC requires.
27. A Resident may be transferred if their behaviour is disruptive but does not warrant eviction from TC as a whole.
28. Transferring rooms without TC Office/Management approval is prohibited.
 

Mail and Packages

29. TC is not the Resident’s permanent address. Residents must provide TC with the permanent mailing address of their ordinary residence.
30. Any mail delivered to TC, addressed to a Resident after they have left their occupancy at TC, will be returned to sender.
31. TC will accept packages addressed to Residents and they will be held at the front desk. Residents are required to show identification to TC staff before collecting their package.
32. TC does not accept any responsibility for deliveries left in the TC foyer. If you are expecting any deliveries, ensure you are notified when the delivery arrives.
33. Tartu College is not responsible for any mail, packages, or deliveries that are lost, stolen, delayed, damaged, or left unattended anywhere on the premises, including the lobby, front desk, hallways, or outside the building.
34. Residents are encouraged to use secure delivery methods, request tracking, and collect items promptly.
35. Oversized, high-value, or perishable deliveries may be refused or require immediate pickup.

 

No smoking or vaping policy

36. In accordance with the Smoke-Free Ontario Act, 2017 and the City of Toronto Municipal Code Chapter 709, smoking and vaping of any substance (including tobacco, cannabis, and e-cigarettes) is strictly prohibited:
- Anywhere inside the Tartu College building (including private rooms, suites, washrooms, hallways, laundry rooms, stairwells, and all common areas).
- Within 9 metres of any building entrance, exit, operable window, or air intake.
37. Cannabis Regulations
a) Cannabis may only be possessed in accordance with Ontario law.
b) Cannabis must be stored in sealed, airtight containers.
c) The cultivation (growing) of cannabis plants is strictly prohibited anywhere on Tartu College premises.
38. Enforcement: Residents who violate smoking or vaping rules may face fines under provincial or municipal law, as well as penalties under the Tartu College Rules & Regulations, up to and including termination of occupancy.


Guests

39. As a courtesy to other Residents, guests must leave by 11 pm.
40. Resident must accompany their guest(s) at all times and take full responsibility for the conduct of their guest(s) on the premises.
41. All overnight guests must be registered with the Front Desk. An overnight charge of $25+HST will be applied to the room occupant’s account for each night the guest has stayed over. Having unregistered overnight guests in your Room is subject to a penalty or expulsion from TC residence. 
42. Overnight guests of the opposite sex are not allowed in all male or all female Suites unless all suitemates have signed an agreement to allow for the exception. 
43. Residents are allowed to host overnight guests for a maximum of 3 nights per month. 
44. Guests are not allowed to use Tartu Common Areas (including the kitchen and hallway of the Suite) for overnight stays. 
45. Residents are responsible for their guests to keep the TC premises safe and clean and explain the TC rules and regulations..
 

Fire & safety 

46. Each Resident is responsible for monitoring their cooking. Should your cooking set off a general building fire alarm due to your negligence and/or abandoned cooking, you could be charged ($1600) nuisance fee for any Toronto Fire Department invoices that TC receives.
47. Residents are not allowed to cook or use any appliances or devices that create smoke/steam in their rooms as it can cause false fire alarms. The smoke alarm devices are very sensitive. Fans should be directed away from the smoke alarm. Any devices discovered will be asked to be removed immediately. Failure to do so might result in penalties.
48. Candles or insence burning is strictly prohibited.
49. The hall, entry passages, doors, elevators, stairways, hallways, and corridors outside the Resident's Room shall not be obstructed by any of the Resident's footwear or personal effects. No door mechanism is to be obstructed in any way.
50. The windows in the Rooms and kitchen shall not be covered or obstructed, except by the drapes or blinds TC has provided.
51. No additional locks shall be placed upon any door in the building.
52. Storage of any combustible, dangerous or offensive goods, provisions or materials is not permitted.
53. Tampering with life-saving devices: smoke detectors, fire alarms, extinguishers or carbon monoxide detectors is strictly prohibited. In the event that you have been found to be tampering with any of the life-saving devices, the Toronto Fire Services will be notified and you could be subject to a fine of up to $50,000.
54. Residents cannot alter electric light fittings, wiring or additional electrical circuits, and shall not overload existing electrical circuits in their Rooms or Common Areas. Residents cannot plug in or use air conditioning or heating units in their Rooms or Common Areas that are not provided or installed by TC. If you have any special requests or requirements, please contact the Tartu Office.
55. Please see the front desk regarding extra needs. Tartu College can request the Resident to remove any unauthorized items from the premises.
 

Cleanliness

To ensure and respect every Resident’s enjoyment of the shared spaces:

56. Each Resident is responsible for their personal cleanliness in their Rooms and their use of the Common Areas: shared kitchens, washrooms, and hallways. Stoves, ovens, microwaves, counters, dishes, utensils, pots/pans, washrooms should be cleaned immediately after use! 
57. TC Staff cleans Common Areas thoroughly once per week. If a Suite is in an unacceptable condition and requires additional TC Staff cleaning, all Suite Resident(s) will be charged an extra cleaning fee.
58. Recyclable items are identified on the Blue Bin - paper, glass, plastic, tin, metal should be placed into the recycling blue bin/boxes. NO FOOD WASTE/GARBAGE IS ALLOWED IN THE BLUE BIN as per City of Toronto regulations. 
59. Garbage must be put in plastic bags or equivalent, tied tightly and put into the garbage chute. Large items for disposal should be brought to the ground level to the back doors area..
 

Quiet time

60. All Residents are obliged to the City of Toronto Noise Bylaw (TORONTO MUNICIPAL CODE CHAPTER 591, NOISE). No loud music or noise between the hours of 11:00 pm to 7:00 am. No unusual disturbance or noise that interferes with the comfort and needs of other Residents will be permitted. For multiple offences or non-compliance, TC Management has the right to terminate your contract.

 

Decorations

61. No sign, advertisement, or notice of any nature shall be inscribed or painted; nor any article/thing, (eg. television/radio aerial, air conditioner or equipment), shall be fixed to any part of the building or windows.
62. Flyers or posters containing racial, religious, political views or any other content which may be discriminatory or disrespectful are not permitted at Tartu College.
63. Spikes, hooks, screws, nails, push pins, or tape shall not be put onto the walls or woodwork of the building. Residents will not paint Rooms, or paper/wallpaper or decorate any part of the premises without the consent of the management in writing. See the front desk for guidance. 
64. Command hooks or sticky tack can be used on the wood surfaces, but hooks should not be removed once adhered to the surface.


Maintenance and repairs

65. Any costs to repair damage done to any part of TC from misuse or from unusual or unreasonable use shall be borne by the Resident regardless, if it was the fault of their guest.
66. In the event the toilet is overflowing or clogged, or a tap is left running, please inform the TC Front Desk Immediately. Phone: 416-317-4858/ email This email address is being protected from spambots. You need JavaScript enabled to view it.. If no action is taken and water damage occurs, the Resident shall be liable.
67. Residents cannot tamper with building fixtures or systems, including the wiring of fire prevention systems, cameras, elevators or the removal, and/or misuse of any TC Common Areas, appliance, furniture, fixtures, cafeteria dishes and/or property; and shall not overload existing electrical circuits in Rooms or Common Areas. Should anything be attached to any part of TC property without the express authorization from management, TC will maintain ownership of the object.
68. Residents cannot plug in or use air conditioning or heating units, or appliances that draw a lot of power in their Rooms or Common Areas that are not provided or installed by TC.
69. Extra bar-fridges or freezers are allowed with a monthly charge of $7 at the discretion of TC and a written consent from TC management.
70. No heavy furniture shall be moved over floors of the Suite, halls, landings, or stairs. Residents will be held responsible for any damage to the building caused by moving furniture in or out of the building.
71. TC reserves the right to carry out any maintenance or short to long-term renovations which may require water, electricity, elevators, etc. service interruptions. TC will inform Residents about any maintenance work a minimum of 24 hours prior (except in emergency situations).
72. Please see the front desk regarding extra needs. Tartu College can request the Resident to remove any unauthorized items from the premises


Laundry

73. Washers and dryers (located on 18th floor Laundry Room) are provided for Resident use and machines must be cleaned after use (i.e. lint trap, residue in machine). The Laundry Room is open from 6am until midnight, 7 days a week.
74. Laundry machines are owned and operated by Coinamatic. TC shall not be responsible for any injury, damage, loss or theft to any persons or personal property.
75. The Laundry Room door must be kept closed at all times. Residents are not allowed to access the Laundry Room between the hours of midnight to 6 am. TC Management has the right to administer appropriate disciplinary action should this rule be breached.

 

Animals & pests

76. Pets, animals, birds, reptiles, insects, etc. are strictly prohibited from being kept on the premises. If you are found to be keeping a pet on the TC premises, you may be fined, and the pet will have to be removed from the premises immediately.
77. Service pets cannot be accommodated at TC due to the nature of the shared accommodations in the Suites.
78. Periodically, TC has dealt with pest situations. TC has monthly, preventative treatments in the building. If the Resident believes that they have pests, they must inform TC Office or Front Desk immediately! The Suite/Room will be inspected by TC staff, and required treatments will begin. TC cannot accommodate Room transfers requested due to pests.


Diseases

79. In the event of contagious or infectious diseases developing, TC agrees to have patient(s) removed forthwith and to have the Suite treated immediately in accordance with any by-laws and regulations in force. All government rules and regulations must be followed (i.e. masks must be worn in all Common Areas of TC and Masters Buffeteria during a pandemic).


Room inspections

80. Before the end of the school terms, TC reserves the right to inspect all Rooms before the end of occupancy. Should there be any damage, Residents could be responsible for the cost of repairs.
81. Purpose of inspections:
a) To ensure the health, safety, and cleanliness of suites and rooms.
b) To check for maintenance issues, fire safety compliance, and pest prevention.
82. Frequency: Inspections will generally take place once per semester (e.g. fall and winter terms) and additionally if there are reported concerns.
83. Notice to Residents: Residents will receive at least 24 hours written or electronic notice of any scheduled inspections, except in emergency situations. Notice will include the date, time range and purpose of the inspection.
84. Staff Presence: Inspections will be carried out by at least two Tartu College staff members.
85. Scope of Inspection - Staff will check for:
a) Fire safety compliance (e.g. working smoke detectors, no tampering with alarms)
b) Health and sanitation issues (e.g. pest risk, excessive garbage)
c) Unauthorized items (e.g. cooking appliances, space heaters, or prohibited materials)
d) General condition of the room and need for maintenance.
86. Follow-up Actions:
a) Residents may be issued a written notice if concerns are found.
b) Unresolved issues (e.g. repeated cleanliness problems, unauthorized items) may result in cleaning fees, confiscation of items, or disciplinary action.
c) Emergency safety issues (fire hazards, flooding, pests) will be addressed immediately by staff.


Internet

87. TC reserves the right to disconnect users who damage, abuse or dominate the TC internet network.
a) Users who upload or download illegal content will be disconnected.
b) If TC's internet provider requests information about a particular user, that information will be released.
c) All computers must have current virus protection
d) No Private Routers (WI-FI) and/or Switches may be hooked up in TC
88. Bitcoin (or any similar cryptocurrency) mining is not allowed in TC.
89. TC reserves the right to carry out maintenance work for any internet/Wi-Fi equipment and infrastructure which may require connection interruptions. TC will inform Residents about any maintenance work minimum of 24 hours prior (except emergency situations).


Disruptive behaviour

90. Residents with disruptive behaviour - grounds for expulsion:
  • Smoking or vaping inside the building – anywhere, including in stairwells, hallways, Rooms, or any Common Areas in the building
  • Threatening other Residents, Management/Staff, or Guests with violent behaviour – physical or verbal
  • Noise disturbance
  • Non-payment of occupancy fees for more than 30 days (Residents are encouraged to contact the office regarding any issues)
  • Destroying Tartu College property
  • Extreme messiness
  • Stealing anyone’s property
  • Consistently not adhering to TC’s Occupancy Rules & Regulations and conditions stated in this contract

91. In cases of disruptive behaviour, a “No Trespass Order” may be issued and the Resident may be required to vacate the premises, with their belongings, immediately.


Cars, motorized vehicles and bicycle parking

92. Car, bicycle, e-bike, scooter and electric scooter underground parking is available by registration for a monthly fee. Monthly fee does not include the charging of e-bikes or external batteries. 
93. Bicycles, scooters, hoverboards are not allowed in residence Rooms or Common Areas and are to be kept in the underground parking only. 

 

TC management reserves the right to make additional Occupancy Rules and Regulations to ensure safety, security and cleanliness of the premises and for preservation of good order therein.

Violation of TARTU COLLEGE Occupancy Rules and Regulations may be grounds for immediate expulsion.
